Even though the critical infrastructure protection is vastly developing, currently there is no unified capacity to monitor the interconnected networks of systems; neither does a coherent risk management and response system exist.
With this in mind; the EU has decided to fund a project called STAR-TRANS under the European Union’ Seventh Framework Programme (FP7) which assesses risks that affect European interconnected transportation networks. The project aspires to overcome limitations in the European Programme for Critical Infrastructure Protection (EPCIP) by enhancing vulnerability analysis and risk assessment of transportation.
STAR-TRANS provides necessary information to the EU decision makers to know what and how the European critical infrastructures shall be protected in the future. STAR-TRANS aims to advance the developments by providing:
- Possible risk incidents, structure and dependency types between assets of transportation networks;
- Software tool capable of managing European interconnected transportation networks’ structure and assets as well as dependencies;
- A web-based service capable of assessing and reporting the impact that a specific risk incident on assets of a European transportation network may have on the assets of other interconnected transportation networks.
The overarching goal of Star-Trans is to understand how one incident occurring in a transport network may affect the whole transportation network of a city. For instance, if a bomb explodes in the bus network of one city, how does this event affect the roads, metro, trains, etc? The analysis is not limited to one single transportation system but takes into account a larger network made of various transportation networks.
A comprehensive Transportation Security Risk Assessment Framework is created as part of the project. The final result is the creation of a tool analysing how risk propagates in transport networks and how emergency plan and enforcement authorities can adapt to critical situation.
